Redundant foreskin or redundant prepuce (aka Insufficient foreskin removal) is a fictitious diagnosis. There is no medically recognized definition of "redundant prepuce". It is classed technically as a complication of elective circumcision. The major issue is cosmetic because the expected circumcised appearance after a circumcision has not been achieved.
The expected appearance of the circumcised penis was established in the Second Century when the Jewish rabbis instituted periah and has no relationship to health. There are no additional health issues from insufficient foreskin removal. There are no health issues from the existence of an overhanging acroposthion.
A circumcision revision may be carried out to achieve the desired appearance.[1]

Acroposthion
A longer foreskin that some may consider "redundant", also may be considered to be an acroposthion, that was highly regarded in ancient Greece.[2]
Chinese promotion
The Shang Ring was invented in China and is sold for the purpose of performing a circumcision. The claim of "redundant prepuce" appears to have been used to increase the sales of the Shang Ring.

Urologists and redundant foreskin
Many urologists promote circumcision because of the substantial fee that they earn when a circumcision is performed. Foreskinned men should be extremely cautious when consulting a urologist for any reason.
