§ 223 StGB reads (highlighting in the legal text by IntactiWiki):
Criminal Code (StGB)
§ 223 Bodily harm[1](1) Anyone who physically maltreats another person or damages their health, is punished with imprisonment for up to five years or with a fine.
(2) The attempt is punishable.
Non-binding comment from IntactiWiki:
- That medically not indicated HGM in minors always represents bodily harm and damage to health should actually be self-evident. Unfortunately, advocates of circumcision and the German legislature see it differently with its German Circumcision Act for boys, while it has formulated it in a completely legally clear manner for girls and women with § 226a StGB.
