Webbed penis, also known as peno-scrotal webbing, may be a congenital condition, however it frequently is caused by removal of skin by circumcision, in which case it is an iatrogenic trauma.[1]

In this condition the skin of the scrotum is connected by a web of skin with the skin on the ventral side of the penis.[1]

Scrotoplasty

The condition may be surgically corrected by a plastic procedure called scrotoplasty.[2] Li et al. (2020) have described one procedure for correction of webbed penis and/or penoscrotal webbing.[3]
