Apparently there was a lawsuit against the mohel initially by the DOHMH, to prevent the mohel from sucking anymore. The lawsuit was later dropped. I think that the mayor (Bloomberg) probably influenced this outcome heavily, as opposed to Frieden (though Frieden did what he was told at the end). The case was allowed to be turned over to them for adjudication and Fischer agreed to stop sucking while a Jewish religious court heard his case; the DOHMH rescinded its ban on Fischer.
