Newborn circumcision under local anesthesia in an office setting in Mexico. By Dr. Armando García-Alonso Peñúñuri (by the way the newborn happens to be the Dr´s grandchild).

It is noticeable that the doctor intentionally removes the frenulum completely and cauterizes with silver nitrate.
