Richard Steiner is a formerly circumcised man who had a surgical foreskin restoration in the mid-1980s to restore his foreskin with the use of scrotal tissue.

Steiner later appeared on the Troy Donohue television show on 17 June 1987 along with Marilyn Milos, R.N. and Dr. Dean Edell, where he discussed and explained his surgical foreskin restoration[1] to a nationwide audience.
