Dr. Reinhard Merkel (born 12 April 1950 in Hof (Saale)) is a German professor emeritus of criminal law and legal philosophy at the University of Hamburg. From 2012 to 2020 he was a member of the German Ethics Council.[1]
Circumcision Debate
In 2012, Merkel opposed the legal provision for circumcision on underage boys for religious reasons. This is a massive encroachment on the constitutionally protected physical integrity of the child. He sharply criticized the draft law submitted by the Federal Ministry of Justice in an article for the Süddeutsche Zeitung[2] and in a ZEIT interview.[3]
Merkel coined the term "fall from grace" for the German Circumcision Act, which the author, among others, used in his polemic of the same name on the circumcision debate.[4]
