Wolbarst's paper was published in January 1914. , just prior to World War I started , which erupted in August 1914.
With the trumped-up false data supplied claims promoted by circumcision advocates such as Remondino and Wolbarst, many military commanders, knowing that soldiers may visit prostitutes, ordered their soldiers to be subjected to mandatory amputation of their [[foreskin]]s (circumcision).
With the advent of World War II in September 1939, the situation was little changed and again circumcision of soldiers was ordered by many commanders.
