The United States Agency for International Development funds a circumision program in Swaziland. The $15-million (11-million-euro) drive is the first of its kind, and it aims to circumcise 160,000 men and teenage boys within a year. Jennifer Albertini is the country director for the United States Agency for International Development.

"Recruiters" are deployed nationwide, their message backed up by a huge advertising campaign.Manzini, a team of circumcision recruiters led by Mbogniseni Ndzimandze combs the streets, persuading Swazi men to volunteer for surgery. The circumcisions are performed at clinics or in mobile surgical units housed in tents.
