Art. 3 GG reads (highlighting in the legal text by IntactiWiki):

Basic Law for the Federal Republic of Germany
Article 3[1]

(1) All are equal before the law.

(2) Men and women have equal rights. The state promotes the effective enforcement of equality between women and men and works to eliminate existing disadvantages.

(3) Nobody may be disadvantaged or favored because of their gender, their descent, their race, their language, their home and origin, their beliefs, religious or political views. Nobody may be discriminated because of their disability be disadvantaged.

IntactiWiki non-binding comment:

At the latest here at Art. 3 GG it becomes obvious that the German Circumcision Act "tramples" the Basic Law and urgently needs to be put to the test.
