In non-erect state, the so-called Blood Penis (or "Grower") is often very small (more than half as large as in the erect state). During erection the erectile tissue in the penis grows substantially, to give the penis its necessary size, length, and stiffness for penetration.
The popular opinion doesn't seem to be confirmed scientifically so far, that men with ancestors from cold regions of the world tend to the blood penis, because there the protection from the cold by the shrinking of the non erect penis is necessary.
