The institution and implementation of the moral law against mutilation and amputation has been a general failure.

The Catholic Church operates hospitals, yet the Catholic Church has taken no action to introduce the moral law into practice, for the protection of boys. Catholic hospitals in the United States still allow [[circumcision]] in direct violation of ''Catechism of the Catholic Church'' §2273.
