It may also be due to the influence of [[David R. Tomlinson]] who has invented several circumcision devices, including the [[AccuCirc]] which he merchandises. Tomlinson is the WHO adviser on circumcision, so he is unlikely to recommend against circumcision due to his apparent conflict-of interest.
 
The [[bias]] toward male circumcision may also come from the [[World_Health_Organization#Guideline_Development_Group_.28GDG.29| Guideline Development Group]], which is a large committee charged with the task of recommending "new guidelines on male circumcision". A survey of the committee revealed that it is overwhelmingly peopled with circumcision-biased individuals.
 
Large population-based surveys show that male circumcision has little or no effect on preventing HIV infection.
Mayan et al. (2021) carried out a massive empirical study of the male population of the province of Ontario, [[Canada]] (569,950 males), of whom 203,588 (35.7%) were circumcised between 1991 and 2017. Whatever the influences may be, Tedros has done nothing in his nearly five-years in office to reform the mess that he inherited when he took office, so the mutilation of boys and men by [[Adolescent and adult circumcision| circumcision]] continues.
