UNCIRC, the UNCircumcising Information and Resources Centers, was founded in 1991 in California by Jim Bigelow, author of The joy of uncircumcising. In June 1994, Jim Bigelow decided to incorporate UNCIRC under NORM, the National Organization of Restoring Men.
