Neuroma is a noun and the name of a "a tumor or new growth largely made up of nerve cells and nerve fibers."[1]

Traumatic neuroma of the penis occurs when the penile skin is severed during the amputation of the foreskin, the nerves are also severed. The attempts by the nerves to regenerate form penile neuromas near the circumcision scar.[2]

Traumatic neuroma of the penis is very clearly a complication of circumcision.
