They seem to be caused either by a prominent or wrinkled circumcision scar or by insufficient removal of tissue necessary to produce a "circumcised appearance". Insufficient removal of foreskin tissue is not harmful to health or well-being.
Expectations of appearance are socially or culturally determined. Parents may seek circumcision for social or cultural reasons since all claimed medical or prophylactic benefits have been disproved. Intact adult males may seek circumcision to conform to a perceived cultural norm. Parents and others should be aware that the norm in the United States is changing in favor of intactness.
