Although every circumcision, no matter how perfectly executed, amputates the highly functional foreskin and ridged band of the penis, causes loss of numerous physiological functions, causes significant pain and trauma, causes sexual[1] and psychological[2] issues, and creates a permanent, irreversible injury, and thereby provides grounds for a lawsuit to recover damages, neither the federal government of the United States, nor any of the several states, maintains a central register of circumcision amputations.

William Stowell, represented by David J. Llewellyn established that a man circumcised in infancy may bring a suit for recovery of damages.[3]
