Although every circumcision, no matter how perfectly executed, amputates the highly functional and desirable foreskin and ridged band of the penis, causes loss of numerous physiological functions, causes significant pain and trauma, causes sexual[1] and psychological[2] issues, and creates permanent, irreversible injury and loss of function, and thereby provides grounds for a lawsuit to recover damages, neither the federal government of the United States, nor any of the fifty states, maintains a central register of circumcision amputations.

William Stowell, represented by David J. Llewellyn, established that a man circumcised in infancy may bring a suit for recovery of damages.[3]

Records of circumcision amputations are scattered among the offices of various doctors who perform circumcision and among various medical facilities where circumcision amputations are carried out. If a young man knows the identity of his childhood circumciser and/or where it was carried out, then he may institute litigation to recover payments for his injuries and losses, but if he does not have that information, then there is no available source where he can find it, so he is unlikely to be able to sue for compensation for his involuntary, unwanted injuries and losses. A central register of circumcision amputations is needed to have justice done.

Registration of all circumcision amputations should be mandated by law.
