Hill early became aware of the function and value of the [[foreskin]]. When his son was born at the later infamous [[Northside Hospital]] in February 1979, Hill refused to permit a [[circumcision]], citing the position of the [[AAP]] on lack of medical indication,<ref>{{REFjournal

}}</ref> and resulting resulting in the displeasure of an OB-GYN who came early to the hospital hoping to collect a [[Financial incentive| fee]].

American [[intactivists]] held a meeting at Evanston, Illinois that was timed to coincide with the annual meeting of the [[American Academy of Pediatrics]] in nearby Chicago. The intent was to demonstrate at the AAP meeting. Hill attended that meeting where he met many intactivists, including [[Geoffrey T. Falk]], who at that time was a graduate student from [[Canada]]. Falk had some knowledge of the creation of websites and wanted to create a website to provide information online about circumcision on the then new Internet. Hill was a reasonably good typist and could transcribe material into text files. A synergistic new partnership soon emerged that resulted in the creation of the Circumcision Information and Reference Pages ([[CIRP]]).
