A frenectomy is the excision of the frenulum,[1] a small ligament of tissue that prevents the foreskin from retracting too far. Frenectomy is occasionally used in cases of frenulum breve to permit more complete retraction of the foreskin.

Excision of the frenulum will also excise the frenular artery that supplies arterial blood to the glans penis.
